Many exploratory projects can begin with circuit simulation. Simulator limits, hardware availability and the research question determine how far this approach can go.
Do you guarantee a quantum performance advantage?
No. Any claimed advantage needs a defined problem, appropriate classical comparisons and evidence. An exploratory project may find that a classical approach is more suitable.
